Carl Paulson is dedicated to shaping exceptional public infrastructure as Senior Vice President of Horizontal Development with Arterra. With extensive expertise in planning, design, and construction, Carl brings his talents to Arterra after serving as Vice President of Horizontal Development at Catellus Development Corporation.

Since joining the team in 2003, Carl managed $200 million of public infrastructure projects, including 100 acres of parkland, prairie restoration, regional wet ponds, community gardens, public pools, and integrated public art as part of Austin’s transformative 700-acre Mueller redevelopment. He also oversaw the LEED-ND certification process, ensuring Mueller became a national model for sustainable development.

Prior to Catellus, Carl served as Project Manager for DR Horton Homes in Austin, where he led land development efforts from zoning approvals through final project acceptance.

A proud Texas A&M graduate, Carl holds a Bachelor of Environmental Design and a Master of Science in Land Development, which fuels his passion for creating spaces that combine environmental stewardship with thoughtful community infrastructure.
